voltmeter went low, replaced the battery, same issue. then I realized the alternator wasn't spinning when the car was on(oh well battery needed to be replaced anyways). turned the car off and I can easily make the pulley wheel on the alternator spin with my fingers. looks like all the other shit on the belt is spinning but could it just be that I need to replace the belt?
Adjust belt tensioner if possible, observe result

If the other belts aren't spinning its the crank pulley
$20 says OP has a tensioner pulley that disintegrated and the belt is just riding on the remaining bearing from it or just the mounting bolt so the belt hasn't completely fallen off but there's no tension to drive a anything.
