This is incredibly nice of them but the owner wasn't drunk and "forgot about the car". What he did happens dozens of times a day and it's just abandoning a car. It may also be stolen.
Since Twingos get used as literal one-way cars in Europe, people buy them for a couple bucks or even get them for free use them until their purpose is fulfilled or a €50 fix is necessary and they just scrap them or abandon them if they're shady and/or not from that country.
That particular Twingo will get that red notice to its window in a couple days and after that get towed in a couple weeks and scrapped.
