Is there consensus on which motorcycle of this genre and category is the most reliable and overall good bike?

I'm daily commute on a 1971 Honda CB100 that has probably 300,000 miles on it, minimum. It was my father's daily commuter before it was mine.

Never had anything major done on it. Changed the points, once. Drum brake shoes quite a few times. The most trouble is actually the electrics.

It is easier to work on meaning procedures have less steps. Less stuff to remove, less sensors in the way. Mechanical and electrical stuff tends to be more basic/ less complicated. All around its better for someone who isn't a mechanic and is learning as they are going.

I recently had an opportunity to buy a Tao Tao 150cc with 10 miles on it for $250. I figured it was a chinese shit scooter but still a huge deal. I purchased it with the intention of selling it to my sister who wants it for city commuting. I gave it a proper tune up, replaced some of the bolts that literally vibrated out of it, and I've been commuting on it for 2 weeks. She is moving back here soon but I don't know if I want to give it up, it is a blast to ride. As a tall person, it isn't comfortable and I look like a clown, but damn its fun to just whip around!

I got a straight up deal on this bike. Some guy had it on Craig's for a few grand and I took it for $1000. He was rich as fuck and had a garage that looked like a showroom. He wanted the new Africa twin and his wife said he had to get rid of one if he wanted that so this fell into my lap. It's in great running condition. Nice benchracing there, nobike. Here are the facts: The GS 500 is objectively the best beginner bike.
It's a mid-sized 4stroke twin cylinder bike, so it drinks less than 6 liters per 100 km.
It handles nothing like a supersport, spoiling you for when you get something else. But it can also corner much better than something like a cruiser, and actually uses its entire rear tire unlike a Ninja 250.
They are complete shit and their only redeeming feature is that they're disc brakes. This is good because the longer braking distance forces new riders to plan ahead and start braking early. No ABS means they learn to brake properly I'd they don't want to get shrekt.
It sits right at the power limit for A2 bikes which is great for euros. It's torquey enough to be faster off the line than most cars you'll encounter in the city. But it also feels relatively gutless so a) it's forgiving of mistakes and b) you can ride it at the limit without putting yourself into too much danger. It reaches up to 180 km/h which is fast enough for highway riding.
It being carbed means that if you run into problems, you can learn to fix them yourself instead of heading to the mechanic every time.
Upright, slightly forward means it's a neutral riding position so you can figure out what you want afterwards. The seat is relatively uncomfortable making literally every other bike after it will feel like heaven on your ass.
Parts and the bikes themselves are cheap and plentiful. If you crash and fuck up one of your fairings it's 40 euros to replace it with original parts. Engine needs little maintenance. Beginner riders are typically not financially independent, so this is a big plus for them.
It's a budget suspension factoring into the overall low cost of getting a GS 500. If you want better suspension it's easy to swap. Therefore it gives beginners an opportunity to learn working on suspension while keeping the cost manageable.

I pulled up some articles on the Ducati Teramostro and they all describe it as a scrambler. It is a scrambler by definition, but not the "modern classic" scramblers offered by Triumph and Ducati.
You want to build a lower cost version of these modern scramblers, correct? It's not going to be cheap and it's not going to be easy and you'll probably need machining equipment and skills to install the suspension and whatnot on whatever bike you use as a base. What are your requirements for the base bike anyways? What engine, etc? And what is our budget by the way?
