Really a non issue as the roads here are ridiculously devoid of gravel despite the failing infrastructure meme. Especially from pavement princesses. I've only seen rocks from dump trucks that had flaps anyway. They don't help all that much given a proper following distance.

Partially. Some states don't require it, others require it but don't really enforce it. Vehicle code enforcement in the US in general is incredibly lackluster.

Interestingly, I've never had a windshield get dinged from following such a truck. All my dings have come from rocks thrown my way from traffic going the other direction. A couple of times it was on the fucking freeway from across the divider!
