In 1980 there was a turbo option for the Firebird, made 210 horse which was better than any other V8 of the time.

Torque is an engine's actual power. Horsepower is applied torque, basically torque multiplied by RPMs. American engines just don't rev high, they redlined at around 3000RPMs.

Wheel torque is what matters and horsepower will get better wheel torque.

Yeah, if they're allowed to do it at all they have to get special permits that cost more money on top of the already high base fees then additional fees for "high displacement" engines which is like over 2 liters (lol) and they still have to meet emissions when they're inspected (regularly) and if they're found to have unlicensed modifications at an inspection or even a traffic stop they get bigass fines and can have their cars impounded or even destroyed.

American freedoms are a real thing it's basically the only place in the world where most people can both afford to own a rwd manual v-8 car and also be allowed to let it breathe right.
