i think it's from a legal stand point like with some buggies and quad (depend on the cunt too)
they're legally limited to a certain amount of power ( on the road) but it's legal to use on private property or where it doesn't bother anyone (off road)
so you have the black key to have your vehicle road legal (in this case it's probably MPG rating and emission )
