Most cars at car meets these days are close to stock.

Also OP, Americans are great at flat out disobeying/curtailing laws they don't like. Here in California people will either get it smogged stock and then bolt shit on and sell it after two years or (more commonly) find a sketchy smog guy. If you go to a car meet and make friends you'll very quickly be able to find a guy who will turn a blind eye to your turbo.

Lowriders are most common in places with higher crime rates (Anaheim, Stockton, Oakland). I don't need to explain why that is, you can figure it out.
As a result municipal cops are much less focued on handing out moving violations and more on responding to calls. You don't see lowriders on the freeway, which is why they're allowed to exist. Also they're not as common as you think.

Here's how the California police system works.
County police won't bother you unless you're in their way. If you somehow attract the attention of LAPD you're in for a bad time.
City police for rich areas like Laguna Beach will give you shit if you look like you're not from the area or if you're a minority. If you're a hobo they'll just beat you up.
Municipal police, it depends. Rich areas you'll be fine if you look somewhat upper class. Example: If you look like a rich 20 some and you're high as hell, they'll ignore you. If you look like a drunk Mexican you'll be spending the night in jail.
Poor areas, don't expect too much trouble.

CHP however, if you fuck up in the slightest they'll catch you.

Insurance and the extortionate costs of car ownership here really put me off even bothering to get one.
