My local VW dealer has a 2016 GTI SE with 35,000 miles for about $18,000.
Any red flags from that information alone?

Yes. 35,000 miles in a year? Or even in 2 years that's kind of a lot. This car sounds like some kind of dealer workhorse that got flogged.

If it matters, it's in West Texas. People put a ton of highway miles on cars here.
Was probably a dealer courtesy car or some twat drove it cross country a couple times in a year. Even if it's "certified pre-owned" you should have a mechanic check it out, even if he can't get under all the engine covers he should still be able to hear things that may be wrong with the engine. That works out to over 700 miles a week. Think about that.
