That acronym was made up after the term was coined. It was initially a slightly racial slur used against modified Japanese cars.
You're still wrong OP. I award you no points, and may God have mercy on your soul.

no its for jap cars in general, its calling them rice burners/cooker, its an insult

Rice has since lost all racial connotation and simply refers to garish, gaudy, tasteless, non-functional mods.
For instance there are dozens of ricers on /g/ at any given time. They put LEDs inside their windowed PC cases or buy special-snowflake key caps

nah, they're too poor for that. Instead they'll use a custom window manager, remove borders and title bars from their terminals and other applicable apps and then post their ''riced'' desktops. It's free.

I'm not sure what's worse, spending only time on rice, or spending time AND money on rice.

This is true. In the days before streetfire.net
When hicks stumbled onto the internets, turbo civics started to spawn. They had no other coping mechanism for seeing fast, lightweight, low displacement cars running circles around their landbarge "sports cars".
They did the only thing they could do, chant "b-but theirs no replacement for displacement" and call even bone stock R32's rice.
Their first split happened when the Neon SRT came out, those of the opinion that domestic cars the most important thing started to sing its praise as being faster than a civic on a 1/4 mile and cheaper as an attempt to claw back some dignity but other more hardliners called the Neon SRT American rice and denounced its "4 banger" and fwd.
Race Inspired Cosmetic Enhanced was coined as a way of merging the racial slur into the domestic market as F&F was a current trend and it was exploding.
Rice could now be used in public by more than just those unashamed of showing bigotry and safely contained in their trailer park.
A new generation of these people still exist at online car forums but their numbers have dwindled as their believes have been chipped away. If you look closely you can still find them posting "why haven't you bought a corvette yet" threads.
