This is a good rule of thumb for a car to be sporty. As you get away from that combo the ratio doesn't stay the same, weight matters more than hp. 350 hp is pretty weak for 3900 pounds but 250 is plenty for 2100
for that much weight you need 450 hp to be decent
to be fast youd need 650hp

10:1 and under 3500 is pretty much where fast begins. Over 3500 is an irredeemable pig and you shouldn't even bother.

350hp will be fun in a 3900lb car, but not earth-shattering. It'll definitely get you in trouble if you want. Hopefully this car is turbo so you can tune another 50-100 hp into it easily. Don't know if it'd be worth buying otherwise.
