Check the VIN to see maintenance history as well as any other problems that required fixing from a major service shop.
For kicks, you can also check driver rating sites such as Rate-Driver just to see if that driver used the car to cut people off so often that eventually someone mentions it at a website. You might also google the license plate number in case someone mentioned it in a forum.

If the engine light is off, get him to take off $100 for a new battery. Get STP oil treatment for the worn engine. If you live in a money light inspection state, drive it until the money light comes on, otherwise drive it until it breaks.

Oil on the spark plugs is probably just a bunch of shitty old rubber gaskets under the valve cover. My Civic has this issue, I'll probably fix it pretty soon.
Do it. I payed 1700 for my Civic and it's got serious mystery problems with power loss, if I were smart I would have probably walked, but I didn't, and now I'm committed. 500 for an otherwise functioning Altima with only two KNOWN issues is nothing to be afraid of.
