In some early model injectors yes. Especially if the car doesn't have a cold start fuel line, 4ages without the line need the pedal down to get going.

I don't know of any that you need to pump the pedal before starting, you do it set the choke.
But if you read older FI owners books they'll tell you how to start the car when cold or hot using the throttle.
Bosch L Jet you're supposed to be WOT when starting a hot engine.
