As I understand it, 911 can and should be used for ongoing events that where's it reasonable to have emergency services, such as a police officer or an ambulance, dispatched to the location.

If they had just left when you noticed, you would dial the non-emergency number. But because it was ongoing, and because police officers would reasonably be called to stop a group of people vandalizing property, you could have dialed 911.
