I want a Honda CT70 because reasons. They are 70cc and I'd prefer a manual but most were auto. Would this be considered a motorcycle or scooter for insurance purposes? What relative price differences should I expect? Are there any real benefits to "scooters" other than casual-friendly and muh empeegees?
I've ridden dirt bikes of all sorts but this would be my first street legal bike.
I just moved closer to college, parking is shit and my commute is short and on surface streets. I'm tired of having to play car shuffle every morning with my gf to back my truck out of our single-width, double-long parking spot.

The only definitive info you're going to get is from your specific insurance company. I'd call that a scooter, but your agent might think differently.

I've got a CT110 (newer version that was sold in australia) and they're unkillable, I'd recommend getting one if you can find it cheap enough. Only real con is that they're not powerful
