I can't recall if forever stamps are based on current mail value or the highest mail value. I think right now they are 49c while normal first class with value face stamps is 47c.

International mail is 1.20 I believe but worst case .47*3 is 1.41 so you can mail it out but you're wasting a couple dimes. If you're sending out a few you're fine with just using reg stamps but if you get a lot of international mail it's a good idea to pay for the int stamps since you'll blow through books like crazy and lose more money anyways. More of a convenience factor but stamps add up quick.

To answer the question, I believe vinyl when applied properly is strong enough to hold up. Wipers are just long rubber squeegees. It's not like it's a razorblade scraping against it.

if you have really aggressive wipers they may eventually damage it. It really depends, I had a notorivinyl.jp banner that got torn up quick but the yummystickies banner was fine even though I put it on only a few days after. My current banner has been on my car for about 7-8 months now and I've had no problems at all even though the font is pretty thin and it's layered. I guess it depends on adhesive strength and application really.
