How do I go about removing this weird antenna base thing from my Crown Vic trunk lid?

It's either press fit in with a grommet around it to hold it in, or it's fastened in from the back side somehow.

Looks like a pair of snap ring pliers might fit into those two holes and it spins out.

Two flat sides on the outer ring; grab with crescent wrench. Snap ring tool or pin type spanner tool to grab those holes on the inner part. Unscrew ring with wrench. Get ugly looking plug to fill hole.
optionally, instead of removing it, you could figure out where the end is wired to in your vehicle and get an NMO mount antenna to boost your cell phone reception.

That's a two piece antenna base, grab the bottom on the inside of the trunk with a pair of pliers, grab the top (pictured) and twist.
It's a standard Motorola antenna base, you could just get one of those short antennas and screw it on. It would look better.

Not to mention with the rubber o ring it would keep the trunk lid from rusting. You could probably find used antennas on ebay cheap. Or just ask your local Fire or utilities department they would probably give you one for free if you ask nicely.
