A rebuilt title pretty much means it's now worth 1/4th of the reseale value.
Really depends on the car entirely. If it's a shitbox like a Toyota Corolla, then no in any sense of it. However if it's something like a GTR, NSX, GT350, ect ect then it might be depending on the price.
I almost bought a rebuilt 350z a few years ago that was totaled because it was t-boned. Was apparently rebuilt and inspected by a Nissan dealership before sent back for structural integrity. Had about 20k on it, and they wanted 10k for it.
Decided against it ultimately. Had the sticker price been sub-$6k I might have.
It's all very situational.

If it looks like it was rebuilt by nignogs and is a complete POS then I'd only touch it if I was going to use it for parts like >>17260262 said.

I have, well salvage. My first car, was salvage from hail damage. Didn't really show except on the hood which was an easy replacement. Car lasted 5 years even with poor maintenance from me.
Mine was, bought from a guy that is a drag racer that's done a ton of custom fab work and runs a radiator shop.
