Only the inner (left most in this case) lane can make a u turn unless a sign has it posted that both lanes can, which I ahve never seen

So they should be entirely at fault for disobeying traffic law

You called the cops right? If you ever question that your at fault, call the cops and get them out. Lie about the damage if you have to, but nothing is more solid then a police report.

However, in this case you aren't at fault. Blue failed to maintain lane at minimum. Illegal u-turn and turn not in safety would be the next charges.

Even if both lanes were marked for left turn, there shouldn't be a legal reason for blue car to make a u-turn also.

First, check your state law. If it says only the leftmost lane can make a u-turn, then all other left lanes cannot make the u-turn. That other driver automatically loses unless the judge is indirectly bribed.
