Not sure about aus but California has a very large and dense population base, while being very progressive so that burger flippers make 16 an hour. The large number of people means there is always something up for sale and nothing special so the cars are all devalued/easy to get a deal on so that nearly anyone can get any cars they want. Throw in their consistently sunny weather and canyon roads, it seems pretty good. Still wouldn't be worth dealing with all the hipsters and faggots though.

It used to be that any vehicle 30 years old or older did not have to be smogged, so one year model was dropped off the rolls every year. The car insurance when I was in Montana was actually more then when my car was registered in California. The out of state plate registration dosnt work well if your parked in public lots every day for work the police routinely drive through with plate cameras plus the lot attendants turn you in. If you live in a smaller town and local cops see your car parked in the same place for a few weeks they will question. It's not the optimal way to go.

If you pass you get a certificate that states your car passed the inspection and by which standards. Should at the very least make it easier to register it in another EU country.

To make an LS1 legal would require the installation of everything that's part of the engine and fuel system (including ecu, fuel tank, and all sensors) from a donor car model that was previously certified and is newer than your car. Then it must pass the inspection and smog test of course. The real problem here is that the individual TUV inspector has the power to fail you for almost any reason. "Your new oil pan is lower than factory and may get cracked, FAIL." Or any other bullshit reason. That's why it is cheaper and easier to do mods that are invisible to the naked eye.

the plan (or delirious dream?) was buying an LS1 swapped '93 rx7 FD from the US, these swaps are pretty common and they are usually done using the drivetrain of something like a 4th gen camaro SS or 4th gen firebird so it should be "kinda" possible given that the inspector isn't an asshole, which is a 50/50 situation...still quite risky...

the "Netherlands way" sounds way easier, what kind of certificate do you get? it's a new vehicle registration certificate (i think it's called like that in english, in german it's Zulassungsbescheinigung according to wiki) or another document? the standard you mentioned is the emission standard or something else?
