My friend did exactly what you're wanting to do.
Bought a $5,000 NA with 70,000 original miles, LSD, no A/C, no power steering, hard dog rollbar. Put a $5,000 Bell Engineering turbo kit (T28 disco potato, baby) in it, makes over 200 wheel at 10lbs boost.
Also, it's the only nice miata I've ever driven. Pic related, it's his.

Doable. DD-able. Turbo is the only option in this budget. You should be able to find a good condition LSD Miata around 5k or lower depending on where you are. Try and find a used turbo (I paid $600 for a GT2560) that is in good shape, no shaft play, etc. Leaves you enough for an FM no-turbo kit and a proper engine management like Megasquirt. You will have to learn to tune yourself.
