Displacement means fuck all. Even with a primitive ass carb that thing is putting out "supercar" power, Naturally aspirated. That's also an off the shelf motor that you can walk into a dealership and buy.
A DOHC that's physically bigger and heavier than that crate engine struggles to make half that power.

He's right though. Horsepower is a measure of torque. If you have trash torque you're going to have to rev to the moon to get any horsepower. Relying on that method you're going to have to spend big money on good valvetrain components and have an extremely good flowing set of heads
