I am a cartard, so please explain to me if the amount of cylinders really make the car go faster. I have been saving for an evo but its only 4 cylinders, does it make it any slower?

Well, the 4g63 makes up to 360Ps stock, so 400ps would be not that much of a difference.
If you increase the boost a bit that should be enough.

Allow me to explain this at retard level. In short, yes. More cylinders can make a car go faster but there are other considerations.

At their core. Engines are just air pumps. The more air and fuel you can get in, and the quicker you can get the burned exhaust gases out, the more power the engine will make. If there's more cylinders, there's more air going in. So much engineering has gone into internal combustion engines that most engines 4 cylinders and up aren't underpowered.

There are ways to make more power without adding more cylinders or a bunch of other shit I won't get into. The most common way, one also used by the Lancer Evolution you want, is called forced induction. Forced induction uses a secondary air pump, either a turbocharger working off exhaust gas, or a supercharged driven by a belt turn by the engine's crankshaft, to force more air into the engine. More air = a bigger bang = more power. The Evo uses a turbocharger. There's downsides to both a turbo and a supercharger, but it's a bit too much to get into here.
But on the Evo, the downside you'll be looking out for is lag. Lag is the time you put your foot down and the delay between the engine really responding due to the turbo.
