probably because Skylines get bought up by dealers. In later hopes of selling them at a profit. Yet they let them rot outside for years before off loading them.

There is no way you would find rust like that on a japanese market car that was owned by someone that drove it on the streets. the JCI inspection alone would ensure it was well maintained.
It's a common problem with all cars.

depends how you care for it. my 79 Supra, 91 Crown, 91 Sambar, and 00 Silverado all have no rust because i wash them often. when i was a mechanic we had some 3-4 year old vehicles come over from Ontario that had frame rot already
every make has rust issues somewhere down the line. Chevy Malibu were know for major rust around the gas cap that GM refused to recall, every post 2006 GM pickup has major rust, Dodge Sprinter are basically rusted out right off the lot like Mazda Protege, etc.

No shit it depends how you take care of it. It depends on a lot of things. Some cars don't get water or dirt there at all.
Doesn't change the fact that making sure the strut towers are rust free is step 1 of a lot of cars. Not specific to the Skyline whatsoever.

All rust causes problems and if it's in a structural area it causes major problems.
If patching strut towers isn't in your comfortable skill set you shouldn't be buying cars with rusted strut towers unless you're a ricer who doesn't care.
