I want to get more horsepower from my truck and make the idle sound rougher and lopier. It's a 5.7 350 TBI without the vortec heads. What would I have to do to get around 400HP? It's 210 stock.

This is standard stuff. Do all at once and have it professionally tuned. There's guides everywhere on what goes with what.
Cam it and be a slave to premium gasoline, new heads, new exhaust, new ECU (if that's even applicable), electric fan, electric fuel and water pumps, carburetor.
400 from a 350 is stupid easy and pretty much the low end standard in drag racing. there are probably 10 really good articles that give you full specs of how to make 400 at the wheels with a 350
Basically you have low flow-rate heads which provide great torque but can't make power and a super wimpy camshaft. Look into those two, figure out fueling/ignition before starting mods, and build around that.
Lots of magazines,articles, and ppl related to Chevy v8s who can give alot more depth then you'll usually find on /o/ desu, look around the net a bit.

no famalam. cam, valvesprings, lower friction valvetrain, headers and an intake. more agressive mapping will be required.

not sure how much power those TBI systems are good for but probably not a lot
