Honda has significantly fewer days of development on the current F1 engine rules now than when the Mercedes engine made its race debut in 2014.
Honda has always tended to do development in public and had some really shit stuff race. Their CART engines missed the Indy 500 before dominating 6 straight seasons. They fucked around with a horrendously experimental 4 stroke GP bike for years before making a 2 stroke and dominating for decades.
