Why is it you need a certification to SMOG test crs, but you don't need a certification or license to repair the structure of a car?

Because one interacts directly with state functions, while the other only interacts with individuals.
Smogging and inspections is entirely up to individual states.
Some states smog, some states have inspections, some states have neither. Usually to get your car passed as a salvage title it needs a state trooper inspection though to deem it road worthy.

Well thats fucked up because the state regulates the cars when they're built when it comes to crashing, but when it's repaired they no longer care.
I'm a reee government get out guy, but if you're gonna regulate cars, at least try to regulate repairs so the chance of buying a car that is still damaged but looks good is lowered.

Everything involves balancing. It's easy to supervise massive manufacturers putting out a few models per year, but impossibly expensive and time-consuming to supervise millions of individual mechanics in the country and their work product.

True, true. that's why I really get in there and look even when I'm checking out a clean title car.
Because one affects individuals, one affects air quality on the planet.
Frankly the EPA should probably be all for shoddy frame repairs, it removes people from the planet.
Why is methamphetamine a schedule 2 drug (same as codeine), with "accepted medical uses" such as ADD and obesity when cannabis is schedule 1 with "no medical value?"
Because yje government is full of shit and unnecessary bureaucracy, that's why.
