Power is energy per time.
That means that if you make a lot of energy in a short amount of time, you get high power output.
By increasing the maximum RPM, you can burn energy in a shorter amount of time, which means you can burn fuel more often, which means you make more power.
By increasing the displacement, you increase the amount of fuel that gets burnt on every cycle, increasing power output. HOWEVER higher displacement means larger moving parts which means higher inertia necessitating lower maximum RPM.
By adding forced aspiration (turbo or supercharger) you force more air/fuel to be burned in the same amount of space (displacement), allowing for higher energy throughput.

250s need to rev very high to make the same power as liter bikes, but there's a certain cutoff where you can't make the moving parts any smaller, thus not allowing you to exceed a certain max RPM (I think the CBR250RR was pretty much as high as it gets at like 18k).
Theoretically, since a 250 has 1/4 the displacement that a liter has, it would have to rev 4 times as high to make the same power (this is a VERY simplified explanation). They can't, so they can't make the same power.

Yes and no, you obviously also want fuel. You use a lot more air than fuel though, and in carbed engines since the fuel is drawn by the air current going through the carb, the amount of fuel injected into the engine is automatically increased. On bikes with electronic fuel injection you would have to manually increase the amount of fuel injected into the engine.

The RS 250 race replica has a suzuki engine that, with the right heads, bearings, exhaust, power valves, reeds, sparks and pistons can get up to 75 hp.
Pic related is the "gruppo termico V64", an extreme tuning by Veronesi Racing that brings the VJ22 motor up to 350cc and over 85hp with a lot more torque, but you're looking at an extremely expensive build, in the realm of 8 THOUSAND euros.
There is no way a VJ22 engine can get up to 100hp while remaining reliable even for a handful of hours.

The "100 hp" rs 250 he's talking about is actually the RSW 250, a proper 250 GP bike that used to be ridden by no other than Max Biaggi and can indeed produce even more than that power. It uses a race engine made entirely by aprilia and has a bevel gear-driven rotary valve instead of reed valves and also revs up to 14k rpm
But that's a completely different machine, with carbon brakes, Öhlins suspensions, not even a pedal starter and weighs 96kg

With me being 5'9 on a good day, the seat height on dual sport bikes scare me. I probably wouldn't be able to flat foot them - something very important with how bad the traffic here sometimes gets.
Seems like the ground clearance for naked/faired versions of the bikes I want are more or less the same, so I might as well get the faired ones.

I get that the dual sport are the most utilitarian out of all my choices but damn, I wouldn't be stretching it if I power through rough roads once a month with faired crap right?

Early models had serious cam chain tensioner issues, but anything after 79 is usually fine. I cruised on the highway with mine constantly, with the longest single jaunt being going from SF to Portland in one go, which was nonstop at 80mph for 600 miles. It works great on the highway, and can do two up easily. These bikes are documented to go massive amounts of miles, and it was really fun.

Things to watch out for would be wonky electrics that have deteriorated, so check that everything works, if you hear anything funny sounding at the front of the motor, and other old bike stuff (fork seals being shot, carbs might need a clean, rusty gas tank). It was a really fun bike, you can get most parts for it and there's a decent aftermarket. I loved hustling mine through the Oregon hills and forests.

Oh and it's literally the easiest bike to do maintenance on. The valve covers pop up, and the valve adjusters are just right there and are screw type. The engine is interesting. It's a v twin with 4 valves per cylinder, but it's ohv and revs to 9.7k room.

You just have to factor than into price. Like i got mine for 2k eur and after putting 500eur in it i still keep discovering fuck ups and who knows how long the engine will last.

But it's perfectly ride-able for weekend fun and if the new one costs 8k, i could buy 4 used, completely ride-able bikes.

IMHO the price of new bike is worth only when you're about to do the Darian gap or some race. Even then, you would need a 100% checkup. And getting a 500eur registrable frame with blown engine and a brand new engine for 4k, add 1..2k for other work and parts and you still get better deal than new bike for 100% reliable build.

That's if you have the money.. on the other hand it might be about having or not having a bike at all.

It's easy to diagnose single problem: e.g. gasoline, check, spark, check, compression check, must be fouled plug etc. When everything is slightly shit it's like looking for ghosts in all the places. Everything works.. kinda, but it wont run. Or runs like shit. And there is no definite problem.
