You could just get a bunch of sandpaper and a couple of cans of spraypaint and do it yourself, would probably be under 50 bucks.
Sand all the rust off, then spray on primer, base coat and clearcoat. Since it's just the hood you could just take it off so you won't have to mask anything.

If you have a civic, it would be cheaper and less time consuming to get a replacement from the wreckers.
You might even find one in the same color

if the hood is rusted like that, someone deliberately did it, you either have to sand away all the rust and prime and paint it, or get a new hood and save yourself the time and most likely botched diy paint job.
