We have a law like this in Australia that allows you to cross double unbroken lines on roads (no overtaking allowed) to pass cyclists.
All it does is give incentive to dipshits to overtake cyclists mid corner and it has caused a few head on collisions already. The law states it can only be done in a 'safe' position and manner but drivers seem to interpret that however they feel appropriate which does nothing.

One time I was visiting my mom (living with dad) I noticed my cat had a somewhat swollen abdomen, even though he behaved as usual, still running and playing and was fit even though he was already 15.
So I took him to the vet because my mother is stupid and didn't even notice. I waited for the result of the biopsy pretty anxious for 20 minutes and when they called me in they literally told me the cat that earlier at home was eating, runnig and playing normally had 1 more month to live because of a mass near the liver that was possibly a malign tumor. I wanted to start crying then and there but had to keep calm to understand the situation better.
I took him to another vet to do more analysis but his heart could not sustain an operation (he had epilepsy and took pills all his life) and sedatives weakened him.
There was nothing we could do, he couldn't eat anymore because of all the liquid in the abdomen, we planned to have him put down but the night before he died, possibly suffocating from vomit. One of my biggest regrest in life, I couldn't act swiftly and save him some suffering.

Welcome to my life senpai. You can put a screwdriver/allen key to leave the throttle body open and make sure they all have the same amount of opening with a feeler gauge. You can also in pitch black put a flashlight under the butterflies and see that roughly the same amount of light shines from under them. And last but not least you can force the throttle to close and which butterflies stop first and which move. They should all close simultaneously. You might not get it 10/10 absolutely perfect but you can get very, very close, which is usually more than enough.

Yes but he will probably want to find a bike with a light clutch pull so it's not too stiff for a thumb lever.
Also there are aftermarket auto-clutches that exist which just disengage when the engine speed drops too low.
