I've had a KLR 650 for years, really good bike.
It isn`t fast though, and it is a bit heavy but for road use it cant be beat on terms of reliability.

You would need a 16-40 for highway daily use but it eats the already limited horse power.

Very reliable, I have ridden it without oil and just barely maintained the bike but it has never really let me down.

That one looks a bit old so you would have to go through everything and make sure it is still decent.

My first KLR 650 was a 2007 with 50,000kms on the clock.
It made it too 74,000 and was in brand new condition when I was hit by a car.
My second was an 2008 model with 70,000kms on the clock and I am now at 115,000kms.

I have hardly ever maintained anything beyond making sure there is oil in the bike.

Definitely got an electrical fault. Lights go out as soon as I touch the throttle after starting the engine, took 15 minutes to come back on. Stayed on after a restart quickly after, but a couple of hours off reset the fault.
Taking it to a proper mechanic tomorrow after work, and ordered a multimeter off amazon so I can fix it myself if needs be. I can do electrics.
Bike's a Honda CBF125, 2011 model.
This is the first actual fault beyond fixing damage I did falling off it.

You have a bad ground. Check the ground from the battery to the frame and check your repair manual/Google for a wiring diagram of your bike so you can locate and other ground wires. Clean them up with some wd40 and a wire brush. Should fix your problems.

Fast by what standard?
I own a cbr300r for my daily commuter (150miles a day) and it's definitely not fast. It tops out at about 90mph@9500rpm for me (I weigh around 215lb with gear and using 87 octane if that matters)

I took the advice of older riders who have had enough time to compare the difference between maintaining their o-ring chain regularly and not touching it at all. One guy's maintained chain lasted 12,000 miles. His unmaintained chain lasted a little over 8,000 miles but was changed early before going on a long trip. This was on a dual sport taken offroad, in the sand, etc.
A Primary Drive front/rear sprocket will cost ~$26 together. Primary Drive 520 X-ring chain is ~$55.
Sure, a maintained chain lasts longer and looks prettier, but that includes the cost of cleaner, lube, and the time it takes and the mess it makes (like in your pic).

So in the end it doesn't really matter all that much. You get a few extra thousand miles but have to get on your knees and pay ~$20 for it.

I don't care what your choice is, but know that it's really no big deal if you don't touch your chain at all.

They're about on-par with other European bikes like BMW and Triumph and significantly more reliable than Ducati. Engines are usually good as long as you keep up with maintenance they'll pretty much go forever and they don't have desmofuckyou valves.

They just came out with the Shiver 900 so you can get a good deal on their 750's as they try to clear old stock.

How can I tell whether I need to replace the cam chain tensioner or the cam chain itself? My bike is rattling a lot when cold with a knock every now and again but the knocking goes away when it's warm. They don't have your 500 specifically, but if I had to place my bets I'd say for k&s gaskets 0705-0133 is your part number, and I could quote you for $21.95 from us on that. Just tell the guy it's on page 1369
For k&l gaskets we have those for 24.95 and those are on page 1370, part number 13-2701
Again, no promises but literally every single Honda from that year listed uses the same gasket

Should I part out my DRZ?

It has a lot of sentimental value, but for the cost of building it to where I want is about the same as just buying another bike, and I'm never going to fucking ride it again because my 701 is better in every way. A full build engine and body is going to run me at least $4000, I could get probably $2500+ parting most of it out and binning the cheap parts.

It would only get used for friends or if my 701 happens to be out of commission, which shouldn't be any time in the near future.

Different goals. The 600s are heavily disposed to top end power for high speed performance, the 300s having as little power as they will anyways are worried about producing mid-range torque and having a light narrow bike so they're good in traffic. The more direct comparison to the CBR300R is the CBR650F, which is significantly closer to the same power per liter.

CBR300R is not a fast bike but in the real world at urban speeds it's not quite as slow as the peak numbers imply because it pulls relatively well in a wide range of situations.
