There are all kinds of gasolines because there are all kinds of raw petroleum. Some petroleum is very tarry, some is quite liquid. Much of it has a lot of sulfur which has to be refined out to meet the minimum grade of gasoline. Additional refining can be done to reduce the sulfur levels.

It is important to remember that Top Tier Gasoline is not invented by the gas companies. It is a minimum standard created by the car companies such as GM, Mercedes, Toyota, Honda, and BMW. VW only joined later after it was established. The car companies were concerned that gas companies created only the minimum quality fuel required by the EPA and DOT. That's good for gas company profits, but makes it hard for car companies to meet EPA requirements for sulfur emissions, MPG, and not get dirty valves due to minimal detergent. Costco puts 5X the minimum required detergent that non-top tier gas might have.

Top Tier gasoline has various requirements. It prohibits certain metallic additives. It sets a max limit of 10% ethanol which means that winter gasoline which typically has more ethanol is limited to 10% even for the premium. Since ethanol has a higher octane than gasoline, it is used as an ingredient to boost octane in the premium gasoline at the cut rate gas stations. Sam's Club gas is not top tier.

Top Tier gas also has tighter sulfur restrictions than the lower grade gasoline.

The top tier gasolines are probably all from the same set of storage tanks at your local terminal. It is just the additive packages that make it different from chevron, arco, bp, costco, etc.

Similarly, the non-top tier gasoline (higher sulfur, less refining) probably have their own tanks. This is because gasoline is shipped to various cities by pipeline and then stored in large tanks.
