if the white stuff in there is visible nylon reinforcement, you should replace the tire. In all honesty, it probably won't catastrophically fail any time soon, but don't chance it.

Consumer tires always have either nylon/polycarbonate reinforcements in that area below the sidewall which is called the ply. (I'm working for a tire company now).
