Not seeing anything other than mud and surface rust. It might have a bad spot on the frame but from what I'm seeing here I'd be surprised.

One way to check rust on a frame is to use a small ball peen hammer and tap suspect areas and compare it to areas that are good. Problem rust will have a dull thud where the good areas will have a bit more of a ring to it. It's apparent enough that you'll know when you hit a bad spot because you'll immediately think wtf?
