Hey /o/ I really need your help diagnosing an issue.
So this issue started in mid December. When I go to start my truck, what I believe is the starter, makes a whirring noise. Try turning the ignition again and it starts up immediately. Sometimes might need to turn the ignition once or twice or even three times more every once in a while. After I've driven my truck around the issue typically doesn't come back for the rest of the day. I've chalked the issue up to being partly a result of cold weather (around 20° F and below) and a bad starter as well. However I'm not sure how much cold weather is a factor because just now at about 35° F it happened, and usually it doesn't happen in that warm of weather because it hasn't been as much of an issue lately. So what exactly is the problem? I'm guessing bad starter, bad starter solenoid, something like that. And I'd like to clarify that when I say my truck starts right up it does start up with absolutely zero hesitation, because that's what my truck does when it actually starts. Just would like some more input
Oh also this doesn't ALWAYS happen. Rather frequently though, and when it does it's in very cold weather.
You must drive an 80s truck or something.
It would help if you provided year, make,model, and mileage but sounds just like a failing starter.

The starter may have worn a flat spot in it and the brushes aren't making full contact enough to turn the engine over. The starter on a '92 Chevy isn't hard to replace, nor is it expensive.
Check the wiring connections to the starter motor for looseness, also what the other guy said in here(it may have a flat/dead spot in it). Checking loose connections is free so start there.

Starter throw out mechanism is bad.
Gear slides out to engage the flywheel when motor is running, then retracts so the starter isn't constantly spun by a running engine.
Just replace the starter, it will eventually worsen.

this. what OP describes is textbook bad starter solenoid. replace the starter.
if you think the starter is going just replace it, they are cheap and easy to replace
