Pretty much, the neutered from the factory thing people like to meme while also forgetting BMW almost gave up on selling the M3 in america after the poor sales of the E34 M5 and E30 M3. They were too expensive to build and were sold at a loss vs its competitors.
There was almost a $20k price difference between Euro and US E36 M3s when adjusted for inflation, had it been priced as much as a Porsche 911 in the mid-1990s when the popularity of sports cars was seriously going down it would've been a complete failure. Instead it was priced cheaper than every other sports car with a MSRP of $35-40k, was the first ///M car that sold in any large numbers, and convinced BMW in Germany its worth selling the ///M line in North America.
BMWCCA had to do a huge letter writing campaign in 1993/1994 to even get the "neutered" M3 brought in the USA. And that neutered M3 was still as quick or faster as every other 1990s Sports Car at the time.

*Seriously, the steering/handling on these cars is awesome. If they didn't drive so well they wouldn't be as popular. Its a car that's very easy to drive fast, extremely forgiving to mistakes, no bad handling traits like a MR2/S2000, has awesome brakes that are hard to fade unless you're talented, very communicative all around. Steering feel/feedback is second to none, x2 if you install a linear rack from a 330i ZHP/Z3 2.8
If you want a track car there's better, cheaper options (Miata, Civic, E30 BMW).

Yeah that's another thing. Nice E36 M3s are as much as decent/iffy E46 M3s. The E36s are classic cars at this point, they're not as fast or capable but they're better street cars, imo.

V6 Camry is the ultimate godmachine. That and the V6 RAV4's w/ AWD. I've seen so many faggots in brotrucks get absolutely shredded by them, it's great.
