My 2700lb with 3speed automatic and 110hp can hit 70mph even on short onramps. Not much is "needed" you just give it more gas. Maybe something 3000lb 90hp would need to be floored to hit 70 by the end but im just guessing

Most econoboxes can go double the posted speed limit on most roads in good conditions if you want them to where I live in Canada. There's definitely a huge safety buffer built into our roads which is good.

When dealing with first-world roads, just about anything made in the last 20-30 years in good working order should be able to merge safely onto a highway. In the US you'd probably have to go back to the malaise era to find a fully-functional car that can't.
