The way mexico gets its fuel is mexico extract petroleum from mexican territory then sells the petroleum to the USA since we dont have any refineries. Then mexico buys back Gasoline and diesel from the USA. since these fuels are american, the government has always imposed a pretty heavy tax on them, in fact i think the mexican governemnt generates like 60-70 of its incone from taxes on fuels.

The rise our fuels suffered from this new years day was actually from all of the things you mentioned but the protesters want the government to reduce the tax by 50% so that gas prices drop similarly to what they where before 2017
