My dad's car has a dent in its rear door.
looks like a trolley or car door tapped it. Anyways it's starting to rust.
is there anything I can do to it like cover it with something to slowdown/stop the rust

Sand the spot down and spray POR 15 over it.

The least expensive and fastest option. Since a can of paint and tools is going to cost 50 dollars and is no guarantee it's going to look good or work.

Not really. A whole door assembly w/ hinges that comes off a junkyard car is going to take an hour to install and look normal. Cleaning, sanding, prepping and applying three layers of paint. That is after the dent is removed. More than two hours and like I said; going to look like shit since there going to be a spot of fresh paint.
