If you can only replace one, which is the better bang for buck, new front speakers, or new external amp? Assuming there's a halfway decent head unit already.

If I've already set up the car to handle and respond the way I want it to, I'd get new front speakers. You can have a great amp but if the speakers are shit then you won't be able to get the most out of the amp.
New speakers OP, then an amp.
A fancy amp isn't shit without some decent speakers, and it sounds better than getting only an amp too. too.

I disagree. A good amp will make a bigger difference than replacing speakers. Not only louder but a cleaner sound, less distorton.

Depends on the age of the car.
If it's a newer car with an Infiniti sound system then yeah, a better amp will do ya.
But for most of us, we have shitty old cars which don't have a good sound system at all. A quality pair of front speakers connected to a half decent head unit is going provide MUCH better sound than shitty stock paper speakers that are on a good amp.
I have experience with this in a 93 Corolla.
