Here in Baltimore, it's a joke in the black community to not drive Baltimore County because they're most likely to pull you over for "driving while black". (Baltimore City and Baltimore County are separate zones.)

The real reason is because Baltimore City is more worried about catching drug offenders and murderers than pulling over someone for expired tags. Therefore, you can get away with petty equipment and registration violations as the police won't really bat an eye. Most of their squad cars also lack proper equipment for plate running. Pinoy here (a variety of darkie) and I can tell you with 100% certainty that when I drive vehicles without tinted windows the odds of my being pulled over have been much higher vs when having my windows tinted.

How much higher? Well, in about 500k miles of driving only once have I been pulled over for anything with tinted windows. Without tinted windows it's about 2 dozen times. I have gotten into the habit of tinting my windows ASAP to avoid the nuisance once I buy a car. The first dozen or so times were early on in my driving career before I stumbled on tinted windows saving me from headlights out of adjustment tickets and the like. The other dozen were between 4 car changes, two of which were brand new. I never let more than about 2 weeks lapse between taking a car home and having the windows tinted

If this happens in the greater Seattle areaI am pretty confident it happens elsewhere.

Interesting side note, when I had a Cobalt SS Turbo for about 5 years I'd run out third gear every dry day commuting into work. Twice I blew past cops sitting above me on the highway proper and got followed but never pulled over for that. Third gear was good for about 115 and the on ramp is a 5% grade or so and just over a half mile long in the middle of nowhere

Really depends on the inmate. I know quite a few people that have been to prison.
Some are genuinely different people when they're released. They realize they were in the wrong and make an effort to change their behavior.
Some don't really change but try to adapt to avoid going back.
Others remain the same and brag about going to prison as if it's an achievement. There's really no hope for these.
