not totally sure tool steel is graded like bolts are. you're kind of asking if its grade 8 equalivent?

bolts are alloys and tougher, less hard, more ductile, and probably higher yield. you'd have to look up the tensile specs and know what steel your tool was, which I cannot say.

there are different tool steels
they have high speed carbide heat resistant drill bits
they have chromoly-vanadium steel for ratchets, sockets, open end wrenches, etc,
then they have cheaper metal used in shit like pliers, drop forged ball joint pullers, and vice grips
