Yes. Its just surface rust from moisture collecting on them over night. It will go away after you apply the brakes for the first time. Perfectly normal.
The get like that from just the rain, OP. Once you use the brakes a few times, it'll just wipe away.

Yes brake disks rust daily. It's no big deal because they are relatively thick and the rust is very very light
Yes, it's cast iron.
You wouldn't want stainless brakes. They don't dissipate heat well and are prone to warping.

If you are happy with how they are braking leave them in.
Pagid, blueprint and mintex seem okay.
I've had good experiences with putting budget discs on and using genuine pads.
Just watch out for your discs wearing like pic related with apecs.

Chinese rotors are cast iron. So they will naturally rust especially with the salt on the roads. The only problem is that chinese metal varies a lot in quality since they like to throw all kinds of stuff into their furnaces to get rid of it (recycling). So one batch of rotors might be warp prone or soft because of lead contamination. Etcetera.
