out of experience, I say that every honda civic ive changed the headlights on has the same issue. Not all American cars are like that BTW. I drive a Mustang and I dont even need any tools to take out the headlights.

GM does a lot of dumb shit and has for a long time. Replacing the battery in the old Luminas/Monte Carlos required you to pull the windshield washer reservoir off. Disassembling the front of the car for the headlight is just some of the latest fuckery.
