Go to your dmv website, check registration requirements. I'm from NY, here you need a title on anything newer than 1972.

Tbh regardless of what the law is in your state, is I would not buy a car without a title.

Too risky to put down so much money and then the law find out that it was stolen and you're without a car and your money.
