I like cars and I am thinking about buying one. Two questions.
Who do I buy a license from? (and is it specific to the car I buy?)
How do I know what good hardware is? Newer the better, right?

Each car get's a registration and plates when bought. Then usually that is handed down to the next owner or you're issued new plates.
Miles is the biggest factor for wear usually. Typically less is better, some really new cars have hour meters since low mile cars can actually just be sitting in traffic a lot. The best hardware is what is called a V8. They offer a lot of power yet is not strained. Think of it as like an i5-2500, powerful, reliable, yet can still be overclocked.

Licensing is usually handled by local government.

Warning, these places are incredibly slow. Set aside plenty of time for trying to apply for anything.
Not sure about burgerstan, but in straya you need to apply for a learners license first, and can only drive accompanied by a driver with at least 4 years on their full license.
In order to get your learners license in straya you need to do a road rules theory test first, and the government website that handles licenses has all the relevant coursework/information in order to pass the test on it.
Study up, get a learners license
Get good practice in, then sit the actual driving test.
As for cars, newer isn't necessarily better. It depends on what you can afford. I'd recommend you lurk /o/ and read the sticky. You'll pick up what you need to know. Don't ask questions that require people to spoon-feed every aspect of cars.
Cars are different where you live - some places have fun cars for cheap, others don't. Some places might not have fun cars at all. Different countries have different car makers.
