I bought a 1995 Ford F-150 recently and it runs like shit.
It's got the 302 in it, with an E4OD automatic transmission. It takes revving it to 3.5k for it to shift into the next forward gear. This is a consistent problem, but once it decides to shift, it shifts fine. On the highway at 70mph it will jump between gears, fluctuating between 2k and 3k, usually sticking at 3k when cruising.
I've flushed the transmission, likely the first time it's even seen new fluid, and after driving it for a couple hours it did not help. There was no confetti in the old fluid.
It looks like the next cheapest steps are the throttle position sensor ($20), idle air control valve ($40), or shifting solenoid pack ($100-200).
Any ideas on which one might do it? Any other ideas? I'd rather not cough up the $100 for solenoid pack when a $20 sensor and throttle body cleaning will do it.
This truck is not worth the transmission rebuild/replace, so I might as well drive it till it explodes if none of this works.

The following codes are related to me not doing the KOER test steps by goosing the throttle, brake, and then pressing the OD on/off button:
538 - Insufficient RPM change during KOER Dynamic Response Test
536 - Brake On/Off Circuit not activated during KOER Dynamic Response Test
632 - Overdrive transmission cancel switch/ no action during KOER Dynamic Response Test
The 121 really makes me think its the TPS
Followup: flush was wrong. Just drained, dropped the pan, replaced the filter, and filled

I'd start here, check TPS voltage and clean or replace the IAC
