Ford 6.4L diesel. Do a DPF delete and throw on a hot tune and you'll get about 15 city and blow the doors off of half the shit on the road. Can be found easily where I live in good shape for $20k.
Only downside, engine/turbos/hpop/headgasket all likely to blow up on you, which will cost a lot of money.

5 cylinder manual Colorado or the V8 auto.
I've got a 5cyl 4wd manual, worst tank of gas has been 19mpg, it'll go 50-70 (standard passing pull) in the time it takes to run up the following distance, call it 6-8 seconds.
Regular cab 2wd has better power to weight than an E36 M3.
4wd is hard to find though.

I've got an Ecoboost F150. I can fuck up 90% of the cars I like up with when merging on my commute. I get 20mpg on the highway while driving like a dick and have hilariously heavy wheels and tires.
