There's talk among my state legislators about getting rid of our state's emission testing now that most cars on the road have the ability to automatically send the emission data to databases. Instead of forcing cars to visit emission test centers, the state would simply tap the databases.

I think it seems that the word, the "idea" you have behind the word "most" effectively excludes "you" of a possible crash. The thing is statistics do not work like that and, in case of a crash the very fact that your car doesn't not have (or has minimal) any security device/equipment/measure is likely to cause your death.
