I have a Crown Vic and recently it started to make a weird buzzing noise from the passenger side whenever both the engine and headlights are on. I never heard the buzzing with just the headlights on,or with just the engine on. They both need to be on in order for me to hear it.
Any suggestions on what could be wrong??
Also, there is not flickering of the headlights it's just the noise that's driving me crazy.
Does it happen when stopped?

Voltage regulator is going out and overcharging the system. Check the terminals with a multimeter; anything above 14V is a problem.

Anything about 15 and sometimes even 15.5 is can be a problem, but it can vary from cars and condition. Often cars will vary the voltage depending on conditions such as temperature. My little shitbox would get as high as 15.4v on cold starts in sub 20f weather, then settle around 14.3 when it warms up. Then in the summer it would settle around 13.7.

Checked the terminals. Everything checks out as being normal. I'm thinking it just might be the relay. But the lighting relay is located under the driver's side not passenger.
