A high-revving turbocharged engine can put out more power at a smaller displacement, but that doesn't make it inherently better or worse it just says you're going for a different goal.

Taxing higher displacement more is especially stupid, especially since smaller displacement engines have to wind too high to make power in traffic which greatly increases emissions over running a higher displacement engine at lower rpm.
